HOME Investment Partnership Program
HOME provides formula grants to localities that communities use – often in partnership with local nonprofit groups – to fund affordable housing and direct homeownership assistance. Kennewick, Pasco and Richland joined together to form the Tri-Cities HOME Consortium in 1995. By combining out cities into one metropolitan area, we reached the required population and density to receive entitlement funds from the U.S. Department of Housing and Urban Development (HUD).

First Time Homebuyers Downpayment Assistance Program
Kennewick uses HOME funds to provide up to a maximum of $10,000 in assistance to qualified first-time homebuyers. To participate in the Downpayment Assistance program, the borrower is required to provide a minimum contribution of $1,000 or 1% of the purchase price (whichever is higher) towards the purchase of the home. Buyers must also meet income requirements.

Rehabilitation Program
The City will make loans to low to moderate-income owner occupants of single-family residetal properties within the City limits of Kennewick, Richland, or Pasco to address code and safety issues. Homeowners must also meet income requirements.
